I’m knitting a tank, and getting to the point where I have to join two separate identical cups on a knit row with two cast-on stitches in between. basically taking two knit rows and making one row that’s double the length. how do I combine the two? do I have to tie the first cup off somehow?

What is the name of your pattern?
Knit across the first cup, cast on 2sts then knit across the second cup with the same strand of working yarn. If there is a strand of yarn coming from the second cup which you are no longer using to knit, cut it leaving about a 6 inch tail. You can weave that tail in later. The join is going to seem loose and weak at first but it will firm up as you knit subsequent rows.
