You didn’t read far enough into the pattern. The instructions for the BACK tells you how many to cast on depending on what size you’re making. Instructions for the sleeves tell you how many to cast on for those.
Jan the link i provide doesn’t work as claimed by some i spoken to on the net.

Thanks for your help ladybee. I am knitting size 4 am I supposed to cast on 22 stitches (fit chest size) for pattern A. Its like a foreign language to me when i read these instruction.

I know for the back piece you cast on 59 but what about the front piece.

Shape Shoulders: Keeping continuity of pat, bind off 23 (24, 26, 27, 29, 29) sts at beg of next 2 rows. Put rem 24 (26, 26, 28, 28, 32) sts on a holder.
FRONT: Work same as back until 12 (13, 14, 15½)" from beg, end wrong side row.
Divide for Neck: Work across first 27 (28, 30, 31, 33, 34) sts; turn and put rem sts on a holder. Bind off 2 sts at neck edge on next row, then dec 1 st at same edge every right side row until 23 (24, 26, 27, 29, 29) sts rem. Work even in pats until front measures same as back to shoulder, end wrong side row. Bind off.
With right side facing, leave center 16 (18, 18, 20, 20, 22) sts on a holder, join yarn to rem sts and work to end. Complete to correspond to first side, reversing neck shaping.
SLEEVES: With smaller needles, cast on 33 (35, 35, 37, 37, 39) sts. Work in ribbing same as back for 2" inc 6 sts evenly spaced across last row, end Row 1 – 39 (41, 41, 43, 43, 45) sts. Change to larger needles. K 1 row. Now work all sts in pat A, shaping sides by inc 1 st each end of 5th row, then every 6th row until there are 49 (53, 57, 59, 61, 63) sts, working added sts into pat. Work even until 10½ (11, 12, 13, 14, 15½)" from beg. Bind off in pat.
FINISHING: Neckband: Sew left shoulder seam. With right side facing and smaller needles, K across 24 (26, 26, 28, 28, 32) sts from back holder inc 1 st, pick up and K11 sts down left front, K16 (18, 18, 20, 20, 22) sts from front holder, pick up 11 sts up right front – 63 (67, 67, 71, 71, 77) sts. Work in ribbing same as back, beg Row 2, for 3". Bind off loosely in rib. Sew rem shoulder and neckband seam. Fold neckband in half to wrong side and loosely sew in place.
Mark each edge of front and back 5½(6, 6¼, 6½, 6¾, 7)" down from shoulder seams. Place center of sleeve top at shoulder seam and sew in place between markers. Sew side and sleeve seams.
I know for the back piece you cast on 59 but what about the front piece.
The pattern states
FRONT: Work same as back until 12 (13, 14, 15½)" from beg, end wrong side row.
They are exactly the same until you reach the length for the sz you’re doing (12") and then the front will be worked differently (neck shaping, etc).
ETA: if you were working these side by side on circ ndls you’d be making two identical pieces for 12".

You cast on 59 sts for the smallest size which is for a chest size of 22" or size 2. Size 4 is the 2nd size so you would CO 63 sts. That’s the 2nd number given whereever sts or inches are given. Print off the pattern and take a highlighter and first mark every 2nd number so you know that’s the one you’ll follow for your size.

So for pattern A, B and C, i cast on 59 stitches given that i do a size 2 sweater right?

If I understand your question, Pattern A, B and C are the cable patterns. So just follow your instructions. You will cast on 59 sts (if that’s the size you want) and the Patterns will be worked across those sts. I put the instructions that talk about how to use the patterns in bold in the quote below.
BACK: With smaller needles, cast on 59 (63, 67, 71, 75, 79) sts. Work in ribbing:
Row 1 (Right Side): K1, * P1, K1; rep from * across.
Row 2: P1, * K1, P1; rep from * across.

Do i used double pointed needles for this project or single pointed needles?

Usually if there is no mention of DPNs or circulars in the materials needed section, they mean straight needles.

Can some tell me what this means under the guage section:
Center 44 sts = 7¾".
If you measure across 44 sts in the center of the work, it should equal 7¾" wide.
For the gauge, do i follow pattern A
Yes, to knit up a swatch, a sample, so it fits right. CO about 24-30 sts and knit up several inches. Then measure 18 sts in the middle and see if it’s 4".
For the guage aren’t I supposed to cast on 18 stitches and not 24-30 sts?
When i do the cable Pattern B row 1, when i slip the first 2 sts for C4B, am i supposed to slip it purlwise or knitwise? How do i know?
You slip the cable stitches to the cable needle purlwise so that they keep the same seating on the cable needle that they had on the regular left hand needle. If you slipped them knitwise they would be backwards when you went to work them off the cable needle. If backwards they would get twisted.

In this project it tells me to use TLC® “Heathers”, 100% acrylic, Art. E512 (5 oz skeins): 9 (10, 11, 12½, 13½, 15) Ounces No. 2452 Mulberry. I cannot find this yarn on the web.

I am planning to use the yarn that i have which is a white bulk yarn lion brand art 450 100 white 37081. Have no idea how to search for it on the lion’s website. So if anyone can provide me with advice on that it would be greatly appreciated.

- Anyways, i cast 18 sts with the above white yarn with a single pointed needle size 13 US and but it doesn’t equal to 4 inches on the stitch guage. Oh boy oh boy…What am i doing wrong ???..grrrrr I even tried size 6 us needle, then 10.5 us needles but both require a lot of sts to reach 4 inches on the gauge.
GAUGE: 18 sts = 4"; 22 rows = 4" in pat A on larger needles. Center 44 sts = 7¾".
TLC is the brand, and this is worsted weight.
If you have the label to say it’s Lion Brand, and get the art # and color number, you should have WHICH Lion Brand yarn it is and it’s weight. Is it bulky weight, or is that just your description? The pattern gives you size 7 and size 9, which is your starting point.
Don’t forget that to check gauge, you should cast on a bit more (at least 22 sts) and knit your sample in Patt A for at least 26 rows, THEN measure the appropriate sts and rows to find your gauge.
If it doesn’t match gauge, try again with different size needles. If you have more sts for 4", then go up a size. If you don’t have enough sts to make 4", then go down a size. Your Row gauge isn’t as important.
