How can I close the end of a tube so that it is a cylinder?

I am making a wick cover for my cousin who is a fire spinner and the wick is cylindrical. So I want to make a cover that is that shape but I have NO idea how. ( I hope this is clear enough) The other end will close with a drawstring.

You’ll need to decrease quickly perhaps with rows of k2tog if the flat part of the cylinder is near the cast off.
Maybe something like this water bottle cover.
