I’ve been working on a cotton top, knit in the round from the bottom up and then divided so the front and back are knit separately back and forth. The pattern calls for 3 needle bind-off on the shoulders (no problem) and then to pick up the live neck stiches to knit in the round for 4 rows and then bind off. Here’s my problem: I am getting holes on the neckback where it meets the bound-off shoulders. I have ripped this apart 3 times trying to get it right and it’s still not working for me. What am I doing wrong?

That just happens sometimes. You can pick up extra sts at those points, then decrease them on the next round.
