Hi in shape neck on knitting pattern it says cast off 2 stitches in pattern and part to end does that mean cast off at beginning of row which is also raglan edge and also the part has been 7 rows knit next row purl so does it mean I should be still in pattern and this would be a purl row

Can you tell us the name of the pattern or give us a link to it? Where are you in the pattern, sleeves, back?
In most patterns the cast off is at the beginning of the row but not always. “In pattern” means to continue the pattern stitch or row sequence you’ve been working on in previous rows; so if you’ve been working 7 rows of knit and then a row of purl sts, continue that sequence.
