Then work as follows on next round from mid back:
Continue as before with stockinette st over sts on back piece, and pattern over left sleeve. Work stockinette st over the 30-30-32-30-36-34 sts on front piece before slipping front piece on a stitch holder.
Then work an elevation back and forth in neck as follows: On the next 6 rows continue with pattern over sleeves, stockinette st on back piece and dec as before, AT THE SAME TIME work an elevation in the back of neck as follows: Reduce no of sts worked as follows: Work until 3 sts remain on row, turn, work until 3 sts remain, turn, work until 6 sts remain, turn, work until 6 sts remain, turn, work until 9 sts remain, turn, work until 9 sts remain.

these turns for the sts on the needle or stitsh holder …i con not understand this part   help i need to finish it up …thank you

The pattern is confusing here. The idea is to increase the number of rows worked across the back so that it’s higher than the front.
So work the front, put the sts on a holder, work the sleeve and begin the turns. These short rows will make the center back taller than the rest of the top. Turn when you have the indicated number of sts still to be worked and continue until the 6 rows are complete. When you finish the 6 rows you’ll work across all the sts.
Don’t worry about the unworked sts, you’ll get to them on the final rounds when all sts are worked.

I don’t see anything in the pattern about wrapping the stitches on the short rows. Do you think this is intentional? In the list of tutorials above the pattern (I found this when I clicked to print the pattern) it has:
Short rows - basic
Short rows - with wrap RS
Short rows - with wrap WS
I was looking to see if there is anything indicating exactly how the turn is to be done.

I haven’t actually found where the tutorials are yet. I’m going to look around a bit and see if I can find the Short rows - basic one.

ETA I found a basic short rows for garter stitch but not stockinette. http://www.garnstudio.com/lang/us/video.php?id=438&sort=2&thumbnails=on

That’s a good point. It never hurts to do a wrap & turn on the short rows. It may be that since the short row turns are at the lacey sleeve sts, the holes are work into the pattern.

I put the front on stitch holder now I have right sleeve …back …left sleeve to be worked as rows… do I have to make these turns all at once?? If I did I will have 9 sts unworked to reach the other sleeve …what I should do??break the yarn and rejoin it?? And what about the 6 rows I have to work …l am lost…

Take the turns one row at a time. You do all of this with a single strand of yarn. Don’t break the yarn.
Work across the right sleeve, the back and then work the left sleeve until there are 3sts remaining on the left needle. Turn at this point (just switch the needles in your hands. left needle to the right hand; right needle to the left hand), leaving the 3sts unworked.
Now work back on the left sleeve, back and right sleeve until there are 3sts remaining on the left needle. Turn just as you would at the end of a row and work across the right sleeve, back and left sleeve until there are 6sts remaining on the left needle.
Keep going in this way. You’ll work 6 rows making these turns and you’ll keep adding to the number of unworked sts at the ends of the row.
After these 6 rows, you’ll work across all the sts.
Here’s a video that shows short rows with a wrap and turn. You may or may not need to do the wrap part but the idea of the turn is the same.
