You knit the border by itself from the stitches on the holder. The one extra stitch is so you can sew it to the body of the sweater when it gets long enough.

Once those are done, it looks like you’re going to join all the pieces at the top to make the yoke.

Imagine a line of stitches that goes from the front edge of the sweater all around to the other side. You’ll work the left border first, then the left front, the left sleeve, the back, the right sleeve, right front and right border.

“The one extra stitch is so you can sew it to the body of the sweater when it gets long enough.”

See, this is what doesn’t make sense to me…how does one extra stitch sew this whole border to the body? I know I am dense!

Maybe it’s one that you use in the decreases to join the pieces together, rather than one used in actual sewing? Try to do it step by step and see if it works out. Sometimes when you’re there and doing the sts, you see how it all goes together.
