The right side of the piece is facing you.
It depends on the pattern. It should tell you which is the RS and which is the WS.
If you are still knitting the piece it would mean to have the work turned so that you are ready to begin knitting the next row and you also want that to be on a row where the public side of the piece is “up”.
If you have bound off everything and you are going to pick up stitches or something like that, you would want to situate it so that the public side of the piece is on top (up) as you begin working.
