Neck shaping

Next row (WS) Bind off 2 sts, work to end. Cont to shape neck binding 2 sts from neck edge twice more, then dec1 st every other row 7 times, every 4th row twice, AT THE SAME TIME, when piece measures 14" from beg, shap armhole by binding off 3 sts from armhold edge once, 2 sts once, dec 1 st every other row 4 times- 11 sts rem. Worak even until same length as back to shoulder

My questions are - I did the bind off 2 sts to end. then I bind off 2 sts from neck edge twice more. Should I be doing the dec 1 st every other row 7times etc. all at once? or wait until piece measures 14" and then do that all together?

where is says bo 3 sts from armhole edge once, 2 sts once. What are they saying?

Work the neck decreases as written until the piece is 14 inches long, then start the armhole decreases as you continue with the neck decreases.

When your piece is 14" long, you start the armhole decreases by binding off 3 stitches at the armhole edge when this is the beginning of the row.

Work one row without armhole decreases, and on the next row, when you’re starting with the arm edge, bind off 2 stitches.

Then decrease one stitch each time you start with the arm edge 4 times.

At this point you should have 11 stitches left after the neck and armhole decreases.
