Help with V neck instructions please

Hi.
I’ve got to a point in this pattern which has totally confused me. (See photo)
I started shaping the V neck and have got the pattern ok. Then the part ‘for all sizes’ dec1st at neck edge every 3rd and following 4th row? Then Dec row is every other row? Please help me decifer this if you can. Thank you.

What is the name of your pattern and designer?
Decrease at the neck edge on row 3 then on every following 4th row. So work the decrease on row 3 and continue decreasing on rows 7,11,15,19,23,27,31,35,39,43 and 47. That should take you from 45sts to 33sts.
