Help with understanding pattern?

Hi!

I’m trying to make a pair of Sirdar baby booties, and I’ve come to a part of the pattern that I don’t understand.

The pattern says

P14, m1, B 0 times[/B], p15. 30 sts.

That bolded part is what I don’t understand, do I just not do that bit? And if I do still do it, could you explain?

The pattern must come in several sizes. If the repeat for your size is 0 times, you can skip that direction and go on to the next.
