Help with Twill Rib Stitch pattern

Hi, I need help with how to knit the first row of this stitch pattern. Also, it seems like this pattern does an increase on rows 1 & 3, is this true? If so, wouldn’t I need to do a decrease to compensate for the increase when making something like a scarf?

The stitch pattern is as follows:
Row 1 *P3, (K2tog leaving st on needle, knit the first st again, then drop both sts off needle) 3 times; rep from * to last 3 sts, P3.

Rows 2 and 4 *K3, P6; rep from * to last 3 sts, K3.

Row 3 *P3, K1, (K2tog leaving st on needle, knit the first st again, then drop both sts off needle) 2 times, K1; rep from * to last 3 sts, P3.

No increases in the 4 row pattern. The k2tog seems to indicate a decrease but then you knit into the first stitch again making 2 new sts. Here’s a video for it.
