Hi, I’m working on a baby cardigan and I’ve reached the part when i have to join both front sides together but I don’t understand what the next instruction means:
‘Row 48. K23, turn and cast on 16sts, turn again and knit across 23sts from left front on pin. =62sts.’ (Keeping in mind I already have 23 stitches on my needle)

So take this with a grain of salt because I’m still a beginner myself!
But you want to turn the work around (like you do after you complete a row, to start the next row).
So you start as normal, knitting 23 stitches. Now 23 stitches are on your left needle. Now turn the work around. So now the needle with 23 stitches is in your right hand. Then cast on 16 stitches.

The reason you turn is so that you have those first 23 stitches which you have just worked on to the right needle, shift the entire work by turning and they will then be on the left needle ready for you to cast on the new stitches. You literally turn the whole work around, flipping it from right side to wrong side or wrong side to right side.
It means the stitches and needles are jnthe correct orientation to cast on.
Do you know how to do a knit cast on or a cable cast on? You would do 16 of those.
Then you turn the whole thignaround again so that the knitted 23 and the new 16 are now positioned on the right needlenand your yarn is is the right place to knit into the next stitch on your left needle, or a holder if that is where the other 23 stitches are and knit those to complete the row.
The stitch count will be correct when you finish that row of work.

hi, thank you that really helped. i do have one more inquiry; i’m not sure if you’ve already explained but how do i join both parts with this instruction? my other completed half is on a pin, waiting to be connected.
Here’s a video that may help. All the turning has to do with casting on the sts. Basically, you’re knitting across the 23sts, casting on 16 and then knitting across the next 23. The turning helps you cast on.
In this video there are sts cast off for other purposes. Ignore that. At about 0:53 seconds she knits across the first sts. The first turn is at 1:12 minutes and then she casts on new sts using the cable cast on, a good one to use. At 1:55 she turns back, the 2nd turn, to knit across the remaining sts.
