I can’t translate from German and I don’t knit hats…

It seems to me that the direction for decreasing is directing you to make the decreases in certain places so the rib pattern narrows in a nice way.
When you work k3, p3 the left most stitches as you look at them are purled. I think this is what is meant by left rib, the 3 purled stitches. For the first set of decreases I’d take it as the 2nd and 3rd purl stitches are purled together. Leaving a pattern of k3, p2.
The second set I take as decreasing in those purl stitches again, leaving k3, p1.
Third set, the last left stitch knitted together with following stitch, sounds like it is the final purl stitch knitted together with the first of the following k3, so no more purls remain.
The rest of the decreases are within knits as the purls have gone.

Maybe place a life line before you try it and see if you like the look of the decreases pattern.
