Row 1 - p3tog, return st to left needle, cast on 17sts, p3tog, p15-16sts on right needle, 25 sts on left needle.

I undertand p 3 together, return them, cast on, p 3 tog again, then get lost. Can you help?

After you’ve done the second p3tog, purl 15 stitches. You’ll end up in the middle of the row with 16 stitches on the right needle (the one you’re knitting onto) and 25 on the left (the one you’re knitting off of). The 16 stitches is the second p3tog plus the next 15 (which covers the remainder of the cast-on stitches, plus the other p3tog).

I am knittin some booties for my baby and I get completely lost with the instructions:
This section is the top of the bootie.
k9, p2, k2, p2, leave remaining sts unworked.
Slip all sts with yarn in front:
Row 1: Sl 1 from left to right needle, turn, p1, k2, p2, k2
Row 2: Sl 1, turn, p1, k2, p2, k2, p1

It looks like you are turning the heel of the bootie. You would knit, purl the first 15 stitches as instructed, leave the yarn in front of work and slip the next stitch, don’t work the remaining stitches on left needle, turn your work and knit, purl as instructed on first 7 stitches, slip the next stitch with yarn in front as if to purl, turn work and follow instructions for working the next 8 stitches.
Every time you turn your work you will be working one more stitch than previous row until your heel is done.
