Help with sweater pattern

Hi! The pattern says: rep dec row every 4th row
I don’t get it.
Would it be
RS-dec row
Ws
Rs
Ws
Rs-dec row ?

Welcome to the forum!
You do get it. If you call the first decrease row, row 1 then decreases are on rows 1,5,9 and 13 for the small size. It’s just as you said:

1. RS-dec row
2. Ws
3. Rs
4. Ws
5. Rs-dec row
