I’ve knit camisoles like this.

Here’s what they are saying:

We are on the uppermost (last) cami row…

a) knit 6, put them ‘on hold’ for later, to knit the left shoulder strap
b) continue on down that same row, but binding off all the stitches across the bust…
c) UNTIL you get to the last 6 stitches for the right shoulder strap, and then…
d) go ahead and knit the right shoulder strap as per pattern directions, binding off, cutting yarn, and then…
e) go back to the 6 stitches ‘on hold’ for the left shoulder strap, attach the skein of yarn to it, and knit it as per pattern directions and then bind it off.

Almost all shoulder straps are worked like this, and also, many or most fronts for pullovers. You get to a point where you work “xx” amount of stitches for the left side of neckline, put them on hold, continue on down the row, binding off the center stitches above the bust, or under the throat, then work the last “xx” stitches for the right side of the neckline, but finishing off the right side…then you double back and re-attach the skein to work the left side of the neck.

What she said.
