Help with short-row shaping please!

I’ve knit several pairs of socks, so I do understand the concept, but I’m not seeing it come through in the knitted piece. I tried the regular method and wrap and turn, and neither worked for me.
It’s for a pair of bloomers in the Little Girlie Girl set in March 08 Creative Knitting. No corrections are listed on their site. This is the part where I’m having problems:
(I have 51 stitches on the needle here and this is waist shaping)
Row 1: Knit to last 3 sts, turn.
Row 2: Sl 1, purl to last 3 sts, turn.
Row 3: Sl 1, knit to last 3 sts, turn.
Rep rows 2 and 3 twice more…

If I strictly slip and turn, I end up with 3 basically unworked stitches and a gaping hole on each side of the row. I tried “wrap and turn” but the stitch I was wrapping wasn’t a stitch I was supposed to work.

Those bolded V’s represent the stitch that was getting wrapped - but I wasn’t ever supposed to work that stitch.

With those directions you’ve typed out I do NOT see any where that it says to wrap and turn it just says turn. It says to knit to last 3 stitches - turn and start of row 2. On row two slip l, purl to last three and turn and do row 3. I presume that after you do the repeats of rows 2 and 3 twice more it may tell you to knit to one stitch before the gap and knit that stitch and the next together thus closing the gap. Or it may be an SSK … You need to tell us more.

I looked up the pattern, it’s cute! I’m not quite sure if your having trouble with the turns ‘looking’ right? Note that you will be working to the end of the rows later. I notice that in the assembly, it has you turn down the waist for the elastic…maybe this is related to that?
