Help with Provisional Cast On for Toe Up Socks

I am knitting a sock from Cat Bordhi’s book Socks Soar on 2 circular needles. I took a class to learn this and this is what I’ve learned & where I need help. I crocheted a chain of 39 stitches. Then I take my needle under each bump and pick up a stitch. After doing that I purl the next row. Here’s where I’m stumped. The way the book reads you are to move that set of stitches to the cable and then put the 2nd needle under the stitches you just made with the provisional cast on. At that point it sounds like you are to have stitches on both needles, but I don’t. I tried to pull out the chain stitch but then I lost my stitches. I don’t know where to go from here. Can anyone offer any advice? I would so appreciate it

I think you must be doing a short row toe. The first video I’m linking to shows the cast on, the second continues and should help you figure this out. after about 8 min. she shows taking out the provisional cast on
