Please help me with the following direction:
dec 1 st at neck edge of next 8 rows, then on foll 4 alt rows and at same time dec 1 st at side seam edge of 2nd and foll 1 alt rows, then on foll 13 rows, ending with RS facing for next row.

You would decrease at the neck edge on rows 1,2,3,4,5,6,7,8,10,12,14, and 16. Decrease on the side seam on rows 2,4,5,6,7,8,9,10,11,12,13,14,15,16, and 17.
I usually write these out by row with neck edge or side edge noted for each row and cross them off as I go…
