Lacey pattern vest sweater. Confused by neck and shoulder shaping.
Keeping 3 sts at each end knit every row continue in pattern until work measures required length. How do I keep 3 stitches?

What is the name and designer of your pattern?
Looks like there is a border on the vest which is garter stitch. That means knit every row.
The instruction is telling you to work the knit stitch every row (right side and wrong side) on the 3 edge sts at each end. The sts between those 3 edge sts are worked in the pattern stitch.
If you have a lacy pattern that you’re working, you work it to the last 3 stitches and then probably do stockinette stitch (knit) for the last 3. I’d have to see the pattern to be sure that information is right for your pattern
