I am struggle to understand the instruction is a bit confusing. Do I cast on 8 stitches first, then start picking stitches from the right front band and along the right side of the neck?

Using 31/4 mm (US 3) needles cast on 8 sts, beg and ending at cast-off edges of front bands and with RS facing, pick up and knit 31 [31: 33: 33] sts up right side of neck
Yes, the 8 cast on sts form the little tab in the collar. Cast on the 8sts and then start picking up sts around the neck.
