Help with making a template/pattern for this

Here is a picture of something that I want to knit into an area about 30x 12 inches. It just needs to be centered in it. I know there is a formula for how to do this… just not sure where to find it.

I know someone posted one for the vw hat, but could someone help me out with this one?
