Help with knitting patternue

Hi

I am relatively new to knitting and have a question about a Pattern that I am knitting.

This section of the pattern is 12 rows that has a cable instruction in Row 3. After the 12th row it gives the following instruction.

Work 32 rows more in patt inc 1 st before 1st cable panel as before AT SAME TIME dec 1 st after 1st cable panel as before and dec 1st before 2nd cable panel as before At SAME TIME inc 1 st after 2nd cable panel as before.

Do I do these inc. and dec. on each row or just the cable row 3?

PLEASE HELP!

What is the name of your pattern? Does the pattern give stitch counts before and after the “work 32 rows more…”
The “as before” makes it sound like there’s a previous row with these kind of increases and decreases.
