Help with Debbie bliss pattern

Hi all

I am knitting a baby roll neck jumper which is a baby for beginners pattern from Debbie bliss and there is a section that I am stumped on.

It’s the section highlighted what four rows am
I repeating? Does it include the inc row? If it does the next line doesn’t seem to make sense.

Your pattern is counting the increase row as row 1 plus the next 3 rows to equal the last 4 rows. Happy Knitting
