Help with Debbie bliss pattern

Hello knitters!

I’m new to the community and I’m hoping to get some help from you in deciphering a lovely Debbie bliss pattern for a tank top.

I’m finding this bit very confusing:

Cont in this way to work side decs on 4 foll 6th rows, at the same time, rep the eyelet row with 11 patt rows between each eyelet.

Ok, so what does ‘4 foll 6th rows’ mean?
And does it mean that each eyelet row is knitted every 11 pattern rows?

You’re going to work the decreases every 6th row until you’ve worked 4 more decrease rows.
Call the next row, row 1 and then dec on rows 7,13,19 and 25.
At the same time, keep track of the eyelet rows and continue to work them with 11 pattern rows between each eyelet row.
