Help with cable decrease

I’m making Patternwork’s “Raglan T-Shirt Pattern.” Here is the pattern st. I have been working in:

Shape Raglans
Decrease Row (RS): K2, p1, work 2/2 LC Cable over 4 sts, p2tog, knit to last 9 sts, p2tog, work 2/2 RC over 4 sts, p1, k2.
Next Row (WS): Knit the knit sts and purl the purl sts as they appear.

On the FRONT RS the directions say to: "work as established (on 13 st) to marked center sts, join second ball of yarn and bind off 16 st. for Neck. Work to end of row (on 13 st.).

Now: work both sides at sime time with separate balls of yarn, dec 1 st at each Neck edge every other row 5 times–3 sts. rem each side. Bind off.

Here’s my questions:

  1. Do I start decreasing on a RS row or the next row which is the WS row?

  2. I don’t know how to decrease in the cable pattern. Can anyone help me, please? I only have 11 rows left to finish the front of the sweater and I haven’t got a clue how to decrease on the RS and work the P stitches on the WS.

Thank you so much in advance.

The decs can be on either the RS or WS rows. But for this one, you can do them on the RS rows, it’s easier to see them. When you don’t have enough sts to do the cable pattern, just work them in stockinette and forget about trying to cross the sts.
