Bind off as smoothly at left edge: 1 st alternately every 2nd and 4th row 14 times and 1 st every 4th row 6 times.
Does this mean I bind off every 4th row in the beginning, 6 times, then after that I alternate a bind off every 2nd and 4th row alternating every six rows in the pattern sequence? The pattern is a cable knit consisting of a six row repeat.

For the directions you posted you would bind off one stitch alternating every 2nd and 4th row for 14 times. Since it’s a 6 row pattern that you’re following, yes bind off one stitch on row 2 of the pattern and again on row 6 and just keep up these bind offs for 14 times. That’ll decrease your stitch count by 14sts.
Then bind off one stitch every 4th row. That would be rows 1,5,9,13,17 and 21.
The easient way to keep track of this set of bind offs is to write out a table with the pattern numbers 1-6 repeated over column one. Number the second column 1-21 and circle the bind off rows noted above.
Once the directions for the bind offs begin, start the bind off on a row 2 of the 6 row pattern.
Sometimes patterns will have you work the 6 row repeat for a given number of times or inches. Then the decreases start. If those decreases start after a row 6 of the pattern you want to begin with row 2, then row 6, then 2, then 6 and so on.

Hi, So if I have to “mirror image” the right front side of the cardigan, how do you suggest I do this since binding off at the end of the row is impossible?
Would I bind off on rows (WS) 3 & 5 or (WS) 1 &3 instead of the RS bind offs (rows 2 &4)? And what about shoulder shaping decreases in about 10 inches? Would I bind those off on WS rows instead of RS rows?

For the neck bind offs, where you’re binding off alternately every 2nd then 4th row, bind off on a row 1 then a row 3 and keep up the bind offs on pattern rows 1 and 3. You could equally well do rows 3 and 5. You just want to maintain the same spacing as on the other front.
The bind offs will be slightly offset from the left side bind offs but by such a small amount, it won’t be noticeable.
