I’m having a bit of trouble with the note in the ‘Amelia’ pattern by Alex Pengelly on KnitRowan
"…ensure each dec of patt is matched by an inc. If there are insufficient sts to work both, work ends of rows in rev st st. "
Does this mean I work both and then rev st st whatever’s left over of my end sts or I work one and rev st st the end sts of my row?

You’re doing a pattern that has an equal number of increases and decreases across the row. Sounds like the note applies to part of the knitting where you’re increasing or decreasing stitch number to shape the sweater. When you do that, you may not have enough sts to do a complete repeat of the pattern stitch with equal number of inc and dec so the designers is saying work the extra sts in reverse stockinette stitch. This is so that you can maintain the line of the shaping without extra unbalanced increases or decreases from the pattern stitch.
So, yes, work equal number of inc and dec and anything leftover that won’t have enough sts for both, work in rev st st.
