help understanding a pattern

[Sl1, k1], rep [to] what does this mean

You repeat the stitches inside the brackets. That mean sl1, k1, sl1, k1 … until you get to whatever the [to] is.
What pattern are you using? Seeing it could make a clearer answer easier to give.
