Help reading pattern

So I’m knitting my first pair of socks and have gotten to the heel portion. I was doing fine until I got to this

Heel Turn: (SSK - slip two sts. knitwise onto right-hand needle, then insert tip of left needle in the front of the two sts and K2 tog)

Row 1: SL 1, K15 ssk, K1 turn or you can do SL 1, K15, K2tog, K1*
Row 2: SL 1, P5, P2 tog, P1 turn
Continue working rows 1 and 2 until all your sts have been worked. You will have 16 st. left on your needle.

*Note: If you do not like doing the SSK, you can K2tog instead, really does not make a difference.

I have no idea what it is I’m supposed to do, or how to get from the 28 stitches I am currently working on to 16.

The sock is being worked on magic loop if that helps.

The SSK and the K2tog are decreases. You’re working back and forth on only those stitches for the heel turn.

Row 1 - Slip the first stitch, knit 15, SSK (or k2tog), knit 1, turn
Row 2- slip the first stitch, purl 5, purl two together, purl 1, turn

Keep decreasing till you have 16 and continue with your pattern.

Thanks for the answer. So the row 1 instructions make sense to me now, but what about row 2? it seems like that only covers a couple of stitches on the other half of the round
