I often have to glare at these sort of instructions too.
For each part of the instruction you can restart counting rows which you can see below.
Decrease 1 stitch at each end of next 3 rows:
Row 1 dec at beginning, work the pattern for nearly the full row then decrease at the end of the row
Row 2 same again decreasing at beginning and end of row
Row 3 same again decreasing at beginning and end
At this point you can count your stitches, you should have 6 fewer than you started this section with.
Then on foll 2 alt rows:
Row 1 no instruction, work your pattern.
Row 2 this is the alternate row (the first alternate row) so decrease at beginning and end of this row
Row 3 no instruction, work pattern
Row 4 this is the alt row (the second alt row) so decrease at beg and end
You can count again, 4 stitches fewer
Then on following 4th row"
Row 1 work pattern
Row 2 work pattern
Row 3 work pattern
Row 4 (this this the fourth row “following” the previous decrease row) decrease at beginning and end of row.
