Help reading pattern wanted pls

i presume stockinette stitch is knit a row purl a row?

So i’ll have 16 rows of ribbing, then knit a row purl a row, for 24 rows?
Then 4 rows with the decrease in stitches?

Also i’d like to make it a little bigger than they have allowed, any advice on how to up size slightly?

Yes, Stockinette stitch is knit 1 row, purl 1 row, and it sounds like you have the right idea for the hat, as far as sizing up goes. there are a couple of ways that I know of to increase the size, one is to change needle size, but the downside to that is of course, bigger stitches. the other would be to increase the stitch count.
