Help reading a lace pattern

I’m sort of new to knitting, I’ve made a blanket and a scarf before, but this is my first time trying to read a lace pattern. First off, it says to CO 23 stitches, but the lace pattern goes up to 28? Can anyone help with reading this chart?

When you count sts in a lace pattern, the YOs don’t use a stitch and they’re not a stitch until you finish the row, at which time the decs will be one st, not 2. So yes, your first round uses 23 sts. Just follow the pattern and make sure your YO is just a wrap around the needle and not wrap and knit 1.
