my pattern says to end on a wrong side row…I am doing the stockinette stitch should I purl the wrong side row to the end & then bind off? or should I knit the row on the right side & then bind off ?

You don’t bind off yet. End with a WS row means to finish knitting the purl row, then look at the next directions which will be something a little different and start on the RS row.
