The different numbers are for different sizes of the sweater, small, medium, large, etc or age sizes. Somewhere on the pattern it will tell you what each of the sizes is in finished measurements.
For the smallest size read as “next 5 rows” and ignore all the rest.
For the second size it’s the same, 5 rows.
For the third size read “next 3 rows” and so on.
It’s often helpful to circle, underline, or highlight every instruction in your chosen size throughout the pattern so that each line is easier to follow.
