Help please + hello (I'm new)

Hi all, I’m new to this forum and have only been knitting for a year, but I’m totality addicted!

I’m making a “Very Easy Vogue” sweater from an issue that is from the summer of 1996!

I just can’t understand the following instructions. I’ve knit it with scrap yarn about ten times. Please help:

For shoulder and neck shaping:
Bind off 6 sts at beg of next two rows, 7 sts at beg of next two rows, AT THE SAME TIME, bind off center 7 sts for neck and working both sides at once, bind off from each neck edge 4 sts once.

That is exactly how it is written. I just don’t have a clue!

Bind off 6st at the beginning of the right side, knit to the end of the row.

Turn your work.

Bind off 6st at the beginning of the wrong side, purl to the end of the row.

Turn your work.

Bind off 7st at the beginning of the right side.

Now, you have two choices, either count from the 8th stitch, (which would be stitch #1) at the end of the row to find the centre then bind off those centre 7st or wait until you have bound off the 7st at the beginning of the wrong side before binding off the centre 7st.

On the next row, after having bound off the centre 7st, you will bind off 4st on each side of the neck.
