Beginning knitter here. Does anyone know where I should go from here? I may have bit off more then I can chew. I am making baby booties with ears. I just finished ROW 18 and starting the top where it says: Top- Rejoin yarn to inner edge of first set of remaining sts, cast on 4 sts, K across these 4 sts, K to end.
I would really appreciate any input. Thanks.
What mine looks like:

18th row - K9, turn.
Rept the last 2 rows twice more. Cast off these 9 sts purlwise.
Top
Rejoin yarn to inner edge of first set of remaining sts, cast on 4 sts, K across these 4 sts, K to end.
Work 8 rows in reverse st st. Cast off purlwise.
Rejoin yarn to inner edge of remaining set of sts. P to end. Next row - K.
Next row - Cast on 4 sts, P across these 4 sts, P to end. Commencing with a K row, work 7 rows in st st. Cast off purlwise.

Those are darling booties.
After finishing row 18, have you also repeated the last 2 rows twice more? Then sts are cast off and the yarn strand is cut leaving about a 6" tail to weave in later.
A new yarn end is joined at the arrow below again leaving about a 6" tail.
This will make the ears. Cast on 4 new sts then knit across those 4sts and finish the row. Here’s a video for casting on at the end of a row.
This is the cable cast on which leaves a nice edge.

I did Top part a couple times now and had to back track because the pattern was not right. I was mixing up the RS and WS.
Yes, Row 18 was repeated twice more then cast off. Which was the center part.
Now after I cast on the 4 sts, K to end (meaning knit those 4 sts and the 11 left on the needle?), then continue to do 8 rows reverse st st of all 15 sts? I didn’t cast off just incase I need to go back.

After I cast these off (if I did this correctly) I move on to the bolded part below.
Am I Rejoining the yarn by Purling a row on the remaining 11 sts, then the next row I cast on 4 sts and continue with the rest? This is the last steps to these booties.

That looks very good.
After you cast off, you’ll join a new end of yarn at the inner edge of the remaining sts. That’s the edge nearest the center part. Purl that row (you’re on the inside or wrong side of the bootie), turn and knit the next row. You’re back to where you joined the yarn strand. Cast on 4sts here and purl across all the sts.
You have been such a help. Thank you again for your time. I finished the booties but I think I messed up that 18th Row it looks like it to too short and I also messed to the P, K pattern on the top as well. I feel like knitting is a lot like cooking. You really need to read through the patten/recipe before starting.

Is this part of the bootie normally the inside? I want to make sure I didn’t knit this whole thing inside out…
It looks very cute and I’m sure it will be adorable on the baby.
The columns you circled may well be on the outside. They form a kind of decorative edge and probably join the sides of the bootie to the instep.
Sometimes it helps to read the pattern ahead, at least in a general way. There are times that the pattern makes more sense with the sts on the needle however.
