Help needed to understand pattern!

I’m currently working my way through a sweater pattern and I’m not too far off starting my raglan decreases. The instruction just before starting the raglan decreases, says…

“When the piece measures 39cm, on every other row bind off 1x3 sts and 1x2 sts at both ends for the armholes”

Does this mean to bind off 3 at the beginning and 2 at the end of row 1, then row 3 then row 5 and so on, or bind off 3 at the beginning and end of row 1, bind off 2 at the beginning and end of row 3, 3 at beginning and end of Row 5 etc etc??

Presumably, the rows without bind offs are continued in pattern?

Bind off 3 sts at the beginning of the next 2 rows. Since you can only easily bind off at the beginning of a row, this is the way to work the bind offs. Don’t worry about the offset of a row. It won’t be noticeable.
Then bind off 2sts at the beginning of the next 2 rows. Continue working in pattern on these bind off rows.
