Help me please

Can someone please explain how to do this? I’ve only been knitting for a few months and I really wanted to make something besides hats and dish clothes. This is my first one and I’m very confused.

Is the entire thing confusing or just a certain line?
What is it that you are supposed to be making?

It’s a sweater and that part is going into the sleeve shaping. I’m just confused about “inc 1 st each side of next”. Does that mean the first and last stitch will be an increase?

Yes, you want to increase at the beginning of the row and at the end of the row. That way, the sleeve will be symmetrical. It’s best to increase one stitch in from the ends.
