Help - instructions set up row wrong side

Oh boy, I’m having trouble and I am only at the beginning !! LOL.

I am knitting a top. The instructions say

Center Panel
(panel of 33 sts)
Set-up Row (WS): K1, p1 tbl, k2, p3, k2, p6, k1, p1
tbl, k1, p6, k2, p3, k2, p1 tbl, k1.
Row 1 (RS): P1, k1 tbl, p2, k1, k2tog, yo, p2, 3x3
RC, p1, k1 tbl, p1, 3x3 LC, p2, yo, ssk, k1, p2, k1
tbl, p1.
WS Rows 2-8: K1, p1 tbl, k2, p3, k2, p6, k1, p1 t

When I cast on 33 stitches, I end up on the right side. So, how do I cast on so that I end up with the wrong side ?

I don’t understand, I’m sorry. What cast on are you using? That might help clarify. Typically I choose which side of the cast on I want for the RS then can either cast on in knit or purl and treat the first row as a set up row.

I think you’ve used a knit cast on which is fine if that’s what you like and what you’re used to.
You can of course choose any side you prefer to be your right side, but with cast ons like the knit cast on and cable cast on where the stitches produced are put on the left needle, that is ready for a right side row, just as you say.
Other cast on methods, such as long tail cast on, put stitches produced onto the right needle, which then needs to be turned and moved to the left side in readiness to work the first row, which is a wrong side row.
Depending which cast on the designer used you may be required to work a RS or WS but often you can use your preferred method and get around this with a little forethought.
I usually check, what is the set up for? Is it really required to make the next row work (in some cases, yes, the next row won’t be possible without it) or is it just a filler to get to the right side?
In your pattern it looks like a filler to get to the right side, it’s just the same as the other wrong side rows, so in this case I’d just skip the set up and move on to row 1. Your project will be 1 row shorter than the designer’s but that is unlikely to matter. You could choose to do 2 more rib rows on the hem making it overall 1 row longer than the designer’s. Your choice.

Another option is to switch to long tail cast on, it’s a very common cast on and everyone seems to know an use it. I personally don’t like it much.
There are many types of cast on and you may find some you love for certain stitches or projects, or you may prefer to stick with what you already know and like.

I agree with @Creations. It depends on what cast-on you use. Some of them, it doesn’t matter which side you use…you can just turn the needles the other way and start knitting. Some look fine on either side, some don’t. I usually use the German Twisted cast-on, which is a variant of long-tail. It looks good on either side.
