Help getting started with provisional cast on

I’m trying to get started knitting the Voyager Lace Stole.

The very first instruction is
Cast on: using provisional cast on, with contrast color waste yarn and crochet hook, chain 99 (73, 60). Using shawl yarn with small ball hanging as the tail, pick up and knit 99 (73, 60) sts in the bumps on the backside of the chains – (99, 73, 60) sts.

I understand the “why” behind what it’s asking (in order to add a picot bind off to the beginning edge). I watched the provisional cast on video and think I can handle it… but I don’t understand how to do this cast on as a crochet chain instead of knitting. I can do a single row of crochet, but don’tget how to mesh the two like it’s asking here. Help?

You know, the more I look at it, is the crochet & picking up stitches really necessary? Doesn’t the provisional cast on give me live stitches to work with to add the bind off later? Or am I not understanding this cast on correctly?
