It’s a pretty common decrease for hats. They want you to knit 2 stitches, then knit 2 together, then continue ribbing for 8 stitches, and repeat. This gradually decreases the top of the hat.
The next row is just ribbing.
Is it a k2, p2 rib? Then you’d want to k2, p2tog, work 8 sts in the rib pattern, then either k2tog or p2tog, depending on where you land in the pattern, and do another 8 sts in the rib.
k2 p2 is knit 2 purl 2. But if you can’t figure it out, I don’t think it’s an “Easy Hat & Scarf” if you can’t figure it out. p.s. That’s all I know of it.
