HELP, confused by pattern

So I am working on these baby booties for a friend’s newborn. I have never made booties before so I am a little stuck. Here is the pattern:

[COLOR=“Red”]SHAPE SHOE STRAP
With US3 needles, cast on 30 st.
Working in Garter st, knit for 2 rows.

MAKE BUTTONHOLE
Next row: (right side) k2, yo, k2tog, k to end.
Knit 3 more rows. bind off 11 st, knit to end. (19 sts)
Working in garter st knit for 6 rows. Cut yarn and
leave stitches on a stitch holder.[/COLOR]

[COLOR=“Red”]SHAPE SHOE TOP
Cast on 7 st and knit 1 row.
Starting with a knit row, work 14 rows in st st.
Cut working yarn.[/COLOR]
With right side facing, rejoin yarn at right side of shoe top. Pick up 9 st up right side, knit 7 st across top, pick up 9 st down left side, knit across 19 st left onholder, making sure
buttonhole is to the left of needle. (44 st)
Working in garter st, knit for 13 rows.

Next row: Bind off 8 st, knit 8 st (this includes st on needle after bind off. Bind off remaining 28 st.
Cut working yarn.
Rejoin yarn to remaining 8 sts and work in garter st for 36 rows.
Bind off.

So i have completed everything in red print. I have never reconnected stitches from a holder and I am very confused about how i end up with 44 st. I know this is going to be difficult to visualize but i can use all the help i can get. THANK YOU!!!

All you need to do to go on is start with the yarn end, leave about a 4" tail, and pickup the 9 sts, k7, pickup another 9 and knit the sts on the holder. To see how to pick up sts, look at the video for it near the bottom of the Tips page.

what do you mean pick up 9 stitches? So im basically increasing?

Not exactly increasing, a little more like casting on. You have an edge that you’re going to knit in another direction, so you pick up sts along it, k7 (from the 7 sts on the shoe top piece) and pick up 9 sts from the other side of it.
