To me, it looks like ‘Mistake Rib’ stitch. Here’s a photo (and instructions) for a Mistake Rib scarf similar to the one in your link.

Yeah, it could be sort of a mistake rib, I don’t think it’s brioche/fisherman’s rib. Look up the pattern for ‘scrunchable scarf’ or yarn harlet’s one row rib scarf.
