Having problem with a pattern

I am having a problem understanding these instructions: Shape Neck:
Pattern 28 sts, turn leaving remaining sts on st holder. Pattern 1 row.
Dec 1 st at neck edge on next 5 rows. work 1 row. 23 sts.

Shape shoulder:
Cast off 11 sts at beg of next row and 12 sts on the following alt row.
Returning to sts on st holder, slip next 52 sts onto st holder and work across remaining.28 sts.
Work 1 row.
Dec 1 st at neck edge on next 5 rows. 23 sts.
Cast off 11 sts at beg of next row and 12 sts on following alt row.

For the neck, work across 28sts in whatever pattern you have been doing, turn as you would at the end of a row and place the remaining sts on a holder. Work back in pattern across those same 28sts. Decrease one stitch at the neck edge (that’s where you turned) on the next 5 rows. Work one row in pattern. You’ll have 23 sts.
Do you need help with the shoulder as well?

Hi, Thank you for the welcome and the help.
Once I finish the shape neck I will need help with the shoulder as well. It looks to me as though I have to shape the neck on the other side of the neck, which is in the instructions for the shoulder.

Yes, the should decreases start at the armhole edge. The neck decreases are on the opposite edge.

Thank you for your help. I was able to finish the back of my sweater.
