Its still the same…they’ve just given you gauge over 4". SO…this would be 5.5 sts per inch.
The stitch measurement is the important one, anyway. You can always knit more/fewer rows if need be. If a pattern says to knit for X number of inches, the row gauge measurement is even unnecessary.
I’d just check the stitch gauge and play the row gauge by ear.
