What does this mean? 28 sts + 41 rows = 4 in.
I think I get the 41 rows, but how do I figure the 28 sts?

41 rounds or rows of the sock are supposed to make 4 inches but the length part is not always critical for fit, you can go by inches or the length of your foot.
28 stitches are the horizontal work, the stitches on the needle, or that were on the needle. Don’t count them right on the needle but some rows down. Sometimes your gauge in the round is slightly different than your flat gauge, but it will most likely be close enough. Make a swatch about 32 stitches wide and work for 4 inches. Then lay it flat, off of the needles and measure the stitches in 4 inches. If it is too small try a bigger needle, if too big try a smaller needle.
