Garter st

Please, will someone explain the twisted garter st to me.

What are the directions for it?

I double checked, and the directions for twisted garter are just to knit through the back loop on every stitch, so instead of knitting as you would into the front of the loop on the needle, insert your needle from right to left into the back part of the loop and knit as usual. It makes the stitch twisted, and thus a little tighter.
