Finishing baby sweater problem

The sweater is a cardigan with a collar. It is sewn together but the rest is confusing(for me).

It reads: Beginning on rt front pick up 18 stitches across the right front neck bin off section, 8 stitches up the right side, 30 across the back neck, 8 stitches down the left side and 18 stitches over the left front bind off section
Does it mean to start immediately above the right front ribbed edge and go all around to the other side?

It sounds like you’re getting read to start the collar so yes, pick up from one edge to the other.

Collar can mean different things. If by collar you mean a crew type collar, yes, then pick it up from the edges. But if you mean a collar that will be longer and fold back, more like the collar on a shirt you might not go all the way to the edge. Look at your picture and see if it looks like it goes all the way to the edge. Sometimes they are started a ways from each end.
